I read it to mean that "The defender can then slide forward straddling this pivot leg" is indeed NOT a legal guarding position. It seems pretty clear to me.

If a defensive player straddles an offensive player’s leg in a way that prohibits him from making a normal basketball move — which now includes pivoting — contact that creates a common foul will be called on the defensive player.

I agree, the rule hasn't changed but they're clarifying what the "cylinder" is. It sounds like they're saying the imaginary cylinder encompasses all vertical space from any part of the offensive player, including an extended leg.

That is true now in college. The protective cylinder is now around the players torso and back so when the player is straddling the legs, more than likely they are encroaching on the torso. At least that is the strategy I see employed in high school where it is STILL legal.

I don't think that you will see much change at D-1. The NCAA is issuing this for all of its officials. The VAST majority of NCAA officials are guys doing high school and D-2 and D-3. They are the ones that need this clarification.

It may make some difference in the D-1 game but I doubt much. What bothers me is that I will end up working with guys that will apply this rule at the high school level and I will end up with a disagreement on this play when I explain that the college rule and the high school rule are different. You can't believe the number of times I see that in games. This is especially true with goal tending.

It is official: Kentucky will face WVU at the Coliseum on Jan. 27

Lawd, that is going to be electric.

EDIT:
So here is the updated schedule I have heard:
NJIT
American
Kentucky
Virginia
Texas A&M (in Germany)
@ Pitt

And the early-season tournament that may include: Long Beach State, Marist, Missouri, Nebraska, Oregon State, St. John's, Central Florida.

What a goddamn schedule that is!
